Documentation references Ray Tracing tiers, but where are they?

It says there are two tiers:

But there is no Tier dropdown in the HDRP asset. Is this old documentation? I'm using 7.3.1 and Unity 2019.4.14f1.

This is your link "docs.unity3d.com/Packages/com.unity.render-pipelines.high-definition@7.1/....." as you can see it is pointing to the version 7.1
