Question Do you need Unity Teams/DevOps for additional seats on Asset Store?

I know Unity transitioned Unity Teams to Unity DevOps and that now you can have 3 free members in the team. My question is not actually rooted in that, but related to it.
With the current Unity DevOps, it seems purchasing 1-3 seats on the Asset Store doesn't require an Unity subscription in order to use it. Please correct me if I'm wrong.

Now, I'd like to know if I can, for example, purchase 10 seats for an Extension asset and then invite 10 members in my org on Unity ID website, to give them access to those seats, without paying a Unity subscription.
I checked and I can invite as may people as I want into my org, but will I be able to assign more than 3 seats if I've bought more than 3 Asset Store seats for a particular asset?
