Question Do known issues in one Unity version exist in the previous ones?

Whenever Unity releases a new version of the 2019.4 LTS, i always look for the "fixes" to see if the previous issues are resolved especially if i'm waiting for a specific fix.

But when there are new "Known issues" in the latest version, does this mean that those "known issues" also exist in the previous versions too?

I think i'm asking this because i always want to update to the latest LTS version, but i saw in the 2019.4.7 that there is a graphics known issue and i'm wondering if it's only in 2019.4.7 or it's also in the previous versions as well?
