Because it's never there and I have to import and install it in order to use it.

3 times already. Is this how it works or is this a bug?

    Any ideas are appreciated!

It's how it works. New Projects are always empty.

And to answer your question: no, you only need to install it on new projects in which you want to use Bolt.

You can create new templates or modify existing ones to include the assets you want to always have. To find the templates navigate to where Unity Hub keeps the editor installs. For example mine are located at the path below for Unity 2020.1.11f1.

    C:\Program Files\Unity\Hub\Editor\2020.1.11f1\Editor\Data\Resources\PackageManager\ProjectTemplates

That said I don't recommend this approach as it's far simpler to just create a blank project, install the assets you want into it, and then make copies of the project any time you want to use the assets it contains.

I am facing an infinite loop error while importing bolt in unity and also I am not able to use bolt because of that.

You should create a new thread, since your issue has really nothing to do with the topic of this one. Also you'll need to provide more information or no one will be able to help.
