Do I need a server to set up in app purchase and restore?

Do I need to set up a server to create in app purchase? or can i accomplish this using play store alone. Does play store can be restore purchased items when the device is changed or data is erased from the device?

 

Purchase data is tied to the users' store accounts. So it's persistent anyways.
You just need to process the data in your application once its get restored (Automatically in GP via puchase completed and manually in App Store via restore purchase).
