Novice question- I need to display the FPS above a video texture to gauge performance on various platforms. Is there a simple way to do this within the editor, or do I need to script something in C#?

There's actually a little mistake in this the C# (and probably also in the Boo version).
It doesn't affect the calculation of the fps but the thing with the visualization via green (more than 30 fps), yellow (10-29 fps), red (less than 10) material color will never make it possible to get into the 'less than 10 fps' part.

Nothing important though, since most people won't need that part anyways.
