Directional Specular seems to fall back to non-directional when making standalone build

In the editor when I test this scene, my precomputed GI with Directional Specular works fine.. using a Skybox w/ HDR cubemap for lighting. I'm running in DX9 mode, forward rendering w/ linear.

But when I make a standalone Windows build, it looks like it is running in non-directional mode, so all the textures are lit, but flat without normal mapped shading or specular.

My point light that is moving around still lights everything correctly, the normals & specular shows up, plus the indirect bounce.

I've checked the quality settings and can't f ind anything that would be dropping it to non-directional mode. Is there anything else I can check, or is this possibly a bug?

*edit* attached comparison showing the issue

Well I did some further tests and it works in a clean project, so I think there is something messing it up that I've done in my current project.
So I don't think it's a bug, if I figure out what the issue is I'll post how I resolved it!
