Development Build option not working anymore.

Hello,

i have a strange problem right now. I just updated my Unity from version 2017.2 to the actual version 2018.3.3f1.
I wanted to test a build on my Android smartphone (Samsung Galaxy S2).
But for some reason it doesn't work anymore. I just get a black screen. Not even the splash-screen is showing.
I testet it with a new project, without any scripts or objects (except the camera), but i got the same results.
If i do the same with version 2017.2 everything works fine.
Also, in Version 2018.3, if i uncheck "development build" in the build setting, everything works fine, too.
But of course, without using "development build", i can't really debug the game on my phone.
Unfortunally, i dont get any error messages.
Any suggestions on what else I could do.
Has anything changed in the new version to create a development build?

Quick update:
I sent a Bug-Report for this issue. I got a mesage, that this is an already known bug, with an entry on the Issue-Tracker.
So, if you have the same problem, please give this issue a vote on the issue tracker.
The more vote, the more likely, its get's solved soon.
