Defaulting to a lower quality level when editor opened

Background: we have an HDRP project in which the quality is pretty much maxed out. It will explode some lower level computers we use for scene work. So we made a lower quality level with a lot of features turned off. However, the quality level is saved as part of source control. When we open the project on the lower level machine, it basically crashes until we can turn the quality lower.

Question: What is the best way to default quality to a lower level when on a certain platform?

Should we do this via an editor script, or a command line call?
Or is there some file i should be ignoring in source control?
