Question (Decal?) Shader graph or Visual effect for Tire Marks when using HDRP?

    just after some opinion here as i'm n00bish. i'm using HDRP and looking to render tire marks with a normal map. since HRRP is quite new to me i'm not sure what the suggest path forward for this is.

    use a material in shader graph?
    use a decal in shader graph?
    use the visual effects graph?

    i was thinking that because i'm drawing a texture over something that it might be a decal, but it doesn't seem to look like that's its purpose while i'm experimenting with it.

    anyway, if anyone has any tips to share on this i'd really appreciate it!
