Creating a Advanced Radial Menu that the User can Rotate

    I am trying to creating Radial Menu for a RTS style game. What I am currently thinking about doing is having two sections to the Radial Menu. And outer circle and and a inner one. One will be stationary; while the outer circle can be rotated around the inner circle using arrow keys (either on the keyboard or more likely additional buttons). Even though this might be the easy part, there is a trick to it.

    That being that the Radial Menu I have planned will have to locations on the computer screen. Its "Home Location" (we will call it) will be located in the upper left hand corner of the screen; while its "Temp Location" will be in the center of the screen. Both locations will have the functionality of the rotatable outer circle. When the user clicks on a "Maximize" button, the Radial Menu will move in a nice and quick transition from the left corner to the center of the screen.

    Now that that is all said, how would one go about doing most (if not all) of this? I was thinking that it might work with the usage of mainly widgets, some sprites and a few scripts. Though I think I have since realized that might be asking the impossible due to the complexity of the idea on hand. So would it be better to do mostly scripts and some graphic based design? Or would it be better the first way I mentioned (that being widgets, sprites and a few scripts)?

    No longer using NGUI. I am thinking it might be better to be more independent.
