Couldn't establish connection with unity package manager local server process

I am having this issue for maybe over a month now. I get this error every time I open a project. I have tried disabling firewall and antivirus, open it up on versions 2019.3.12f1 and 2019.3.11f1 and none of the have worked. An important thing to notice is that, it starts working after several retries.

I haven't updated the windows for awhile, so that shouldn't be a problem. I have tried other things from similar posts but none of the work. I have attached diagnostic tools report

Could you possibly attach a screenshot of the error popup that you see upon opening Unity for more detail?
