That's the error message when trying to switch to Universal Windows Platform.

    Unity 2018.2.8f1
    VS Pro 2017
All UWP components are installed (see screenshot)

    What am I missing?

If you have Visual Studio then you can download and install it from there also.

If Visual Studio is already installed:
    1. Open Visual Studio Installer.
    2. Click Modiy Button.
    3. Navigate to Individual Components Tab at the Top.
    4. Search Windows SDK and select the SDK you want
    5. Click the Modify Button on the bottom right.
    6. It will take few GB (Mine it took 2-3 Gb).

If you don't have it Installed:
    1. Download Visual Studio Community from official website
    https://visualstudio.microsoft.com/vs/community/
    2. Run the Installer.
    3. Let it complete and click Continue.
    4. Click the install Button Next to Visual Studio Community
    5. Navigate to Individual Components Tab at the Top.
    6. Search Windows SDK and select the SDK you want
    7. Click the Install Button on the bottom right.
