Could not establish a connection with the Unity Package Manager local server process

    I am having trouble trying to start Unity. Every time I try to launch Unity from the Unity Hub I get this message:

    "Could not establish a connection with the Unity Package Manager local server process. This is most likely due to a proxy or firewall configuration."

    This doesn't make sense because I've turned off my proxy, checked my firewall, and ensured that everything in the Inbound Rules section that starts with the word "Unity" is enabled. I've looked for solutions, but haven't found any. Any help would be appreciated!

    Also, included are the Editor and Diagnostic reports.

    So, I still haven't gotten anywhere. However, the Windows OS recently got an update, so I tried to run more diagnostics. In addition to the diagnostic attached below, I got the following results:
