Thanks! I had a look and this doesn't reproduce in the alpha of Unity 2021.1. It seems it's fixed in 2021.1 alpha 5:

The fix has also been backported to upcoming 2019.4.16f1 and 2020.2.0b13. The backport to 2020.1 was rejected due to 2020.1 having reached end of support.

I understand that feeling, but it doesn't change that in this case, the reason this bug persisted for so long was not that old features were neglected. It was that even though we said long ago we'd need a bug report, people in this thread just kept on replying to the thread but not file a bug report. The bug report about the issue we actually got was looked at and fixed within a couple of months.

Really? If someone will ask me why fixing bugs takes a long time, I will send them to this thread)

I'm still experiencing the same issue with Unity 2022.3.4f1. The HorizontalLayoutGroup keeps marking my scene as dirty, which is very annoying.

I have a similar situation. It dirties when Content has a ContentSizeFitter + Vertical Layout Group.

    Mine is like this:

Container (Vertical Layout Group + Content Size Fitter)
    - Content (ContentSizeFitter + Vertical Layout Group)

    This dirties the prefab scene.
