I was browsing my emails and found I have been contacted by a publisher, Cheetah Mobile, about how they like my app I released a few months ago. This is my first ever app I have launched so I have no idea what to think. Does this usually happen to developers who launch games onto google play and this is just a ruse to get money from me? Is a publishing partnership even feasible with a hobbyist such as myself? I just want to educate myself before sending a response email back and I figured I would get my best answers here. Any help would be greatly appreciated. Thanks.

What's the game? I know of Cheetah Mobile but I've never worked with them directly.

Cheetah Mobile has been accused of deceptive and malicious behaviour in the past. They're known to sell user data and they don't try to hide this fact in the slightest. Google started banning their apps at one point. Steer clear of them.

Yes, to my knowledge it's normal for fraudulent publishers to reach out to you.

No experience with Google Play publishing specifically, but when I publish to the Unity Asset Store or to Steam I get a whole bunch of scam messages and requests from "companies" with dubious reputations.

I'd suggest you ignore any unsolicited offers in response to posting your app.

do you have 100,000 installs daily?...no? its probably a scam email, harvested from google play app store.

you got chosen though, out of the millions :)
