My current installed version is 5.6.0. Do I upgrade to 5.6.3 (the latest release labeled as 5), or to 2017.1?

I don't have one of the new subscriptions, nor will I. Just a previous Unity Pro license.

Bit confused on this because in old promotional emails they explicitly said that 5.6.3 will be the last release for those without a subscription, but when I go to get the latest version it wants me to install 2017 anyways.

If you have a Pay once license for unity 5.x , unity 2017 is not included in that license.
