Colored XYZ arrows in upper right are faded, not working (I am in 3D view)

    When I open a new project, the XYZ perspective arrows are faded and do not work. I can't change perspectives. Any advice would be helpful. (I am new, so any glitch stalls me 100%).

    Reverting the layout to factory settings fixed it, but I don't see an option to delete my post. Thanks.
