Collaborate Endless Loading Problem

    When trying to use collaborate on a project, it never loads. If I am the one to create the project and enable collaborate, I can't publish any changes as the collab button at the top only shows the loading circle symbol forever, and never changes to anything else. If I have someone share a project with me, I download the project from the cloud onto my PC and when the project opens it shows the update window, but the progress bar never actually moves. See the screenshot attached. I really have no idea why this is happening. I really need help. Thanks.
