Question Cloud Diagnostics: Action required

Hello,
I've got a notification in my dashboard:

"Action Required: Update to the latest Cloud Diagnostics User Reporting SDK
To comply with PIPL, China’s new data privacy law, integrate the new Cloud Diagnostics User Reporting SDK immediately."

I do use Cloud Diagnostics, but I have not installed any SDK for it. I do not use User Reporting. My game is out on Google Play, but not in China. I very much would like to avoid installing unnecessary SDKs.

In the package manager I can find "Unity User Reporting" Version 0.2.4 (preview) (which I don't have installed as it has not been needed for Cloud Diagnostics). The changelog links to here https://docs.unity3d.com/Packages/com.unity.cloud.userreporting@0.2/changelog/CHANGELOG.html which does not look very new.

Please clarify if I do have to install that package? Thank you!

Now they even sent me an email about that. The email links to this page https://docs.unity.com/cloud-diagno...gnostics.htm#Basic_setup_of_Cloud_Diagnostics where it kind of clearly says that you don't need an sdk for Cloud Diagnostics, only for User Reporting. Please clarify!

What if we are using User Reporting but have no apps or no plans to add any app in Chinese markets ?
