Cloud Build change logs / release notes

    It looked like the change logs on the dashboard hadn't been updated for a while, and then I saw the forum post https://forum.unity.com/threads/cloud-build-release-notes.958288/#post-6299377

    I like that the forum thread covers more detailed updates than were listed in the dashboard, but:

    - The dashboard is a natural, discoverable location for this information
    - The existence of the change logs on the dashboard suggest to the viewer that they'll be maintained
    - There's at least one discrepancy, i.e. the change logs on the dashboard includes the addition of Unity 2020.1.4f1, which isn't mentioned in the forum thread
