Cloth Problems

I am trying to set up cloth constraints with a model. Prior to adding the cloth component the character moves and looks natural except the dress doesn't flow naturally. When I add the cloth component this is what appears when I try to edit the constraints. They are rotated away from the original model. I'm using 2019.2.2f1.
