I have installed the Cinemachine package and I get these errors:
Assembly with cyclic references detected (Packages/com.unity.render-pipelines.universal/Runtime/Unity.RenderPipelines.Universal.Runtime.asmdf)

Assembly with cyclic references detected (Packages/com.unity.cinemachine/Runtime/com.unity.cinemachine.asmdef)

What does this even mean? I have just now installed Cinemachine, does this mean it's already there? When I remove Cinemachine I can't access any of that stuff so this doesn't make sense to me.

I know the title says beta but I'm not using the beta obviously, yet Cinemachine doesn't work for me.

Cinemachine works with 2019.3. Try creating a new project with the URP template, then add Cinemachine.

I'm not sure what that error message means. Your original project might be corrupted. Clean out anything you're not using. Perhaps you should try re-importing it.

Will cinemachine work in 2019.3 with the built in renderer (non srp) as well? I assume yes but just ask because you mentioned using the URP template.

Yes. I mentioned URP because you did (in the error message) :D

EDIT: oh, not you. The OP.
