Choppy Camera Rotation Play Mode in Editor

This is my 3rd Project I had to stop working on because this issue keeps happening and not sure where the issue is.

I'm using Third Person starter asset that Unity includes along with the new Input system , I start working on the project, I don't really change anything In the movement or camera script suddenly this happens to my camera and I can't really test anything in this condition.
I was able to at least test a build and this doesn't happen so issue seems with editor.

I'm running 2020.3.25f1 , switched to 2021.1.23f issue was gone for a bit then appeared again... tried 2021.2.4f1 same thing, updated Cinemachine packages every time , nothing helped. Tried moving rotate code in different Updates like FixedUpdate nothing helped...

I don't know what else to do, I'm new to unity as is and something like this is very hindering especially using it straight from a starter asset and not changing any code..

movement still works smoothly so issue is with camera especially in editor play mode.
