I got this from the asset store and was wondering if I could change the materials on it. I am making an apocalyptic map and these look to neat.

You may do what you will with stuff off the asset store unless otherwise instructed .

The pack is the only one from the maker and he has not been on active since 2014 and I think it is ok to do. What I am asking is how I could do this. I cant figure out how to change the materials in the assets from the provided ones to my own.

You can modify them all you want, you just can't redistribute the files.

So there is no way for me to switch out the actual materials?

I tried to but its like the materials are locked. I'm on my phone right now but when I get home in a few hours I will make a screen shot so you can see what I'm talking about.

The mesh asset itself in the project window will have automatically assigned materials, which likely correspond to materials the author created. You can alter these material assets and textures they use directly, or when you add the asset to your scene you can replace the materials on the render component.

Yep you can alter textures easily enough in any imaging program photoshop, gimp, paint etc take your pick then just reimport the texture under the same name and it should overwrite the former one
