Upgrading Unity from 2018.4.27f1 to 2019.4.19f1 causes all TextMeshProGUI objects to lose their alignment options. Please see bug-report Case 1314489.

What version of the TMP package are you using on 2019.4?

Make sure that as soon as you upgrade to 2019.4 that you update the TMP package to version 2.1.3. Although Unity 2019.4 comes with version 2.1.1 of the TMP package, some users end up with version 2.0.1 after the upgrade to 2019.4 which is strange.

As long as you do not open and save scenes and prefabs in the older version (2.0.1), you should be fine.

P.S. Just looked at the Case you referenced and after upgrading to 2019.4, I ended up with version 2.0.1 of the TMP package. This resulted in the incorrect alignment you reported.

Updating the TMP package to version 2.1.3, resulted in the following alignment which appears to be correct.

Note that I had to reload this scene since it was already open when I did the update from 2.0.1 to 2.1.3.
