(Case 1135221) "Create empty project" displays "Non-Matching Editor" dialog

    Creating an empty project in 2019.1.0b4, causes Unity to display the "Opening Project in Non-Matching Editor Installation" dialog.


    Reproduce
    1. Open Unity 2019.1
    2. Click "Create empty project"
    3. Select an empty directory

    Actual
    Unity displays the "Opening Project in Non-Matching Editor Installation" dialog.

    Expected
    Just opening the new project without warning dialog.
