Can’t import package latest version

so i have a package,and ive dowload it,its a paid one and i got the 3.7.11,the version after the original,when i should get 3.9.5,the asset is called space graphic toolkit and there are some report of that happening but mostly it can be resolved by deleting the cache from your pc and re-downloading,but for my case,at 94% package redowload,the version number shift,and the package file number and file size change to the 3.7.11 version,and ive try to solve it multiple time,to no avail,the dev provided me with the 3.8.4(long time ago when the latest is 3.9.4) but I dont want to bother him,so is there any way i could get the latest?

This is something you'll need to resolve with the Publisher directly - while you don't want to bother them, this is something only they can resolve.
