Bug Can't create/open projects after a fresh install

I downloaded the unity hub (version 3.1.1) from the official website and started to download the recommended editor (2020.3.31f), however when I created a project I didn't find 2d sprite in the game object tab, checking the package editor there was a yellow warning in all packages related to 2d even though they were installed and i was using 2d core template:

Then I tried to download another newer version of the editor (2021.2.16f1), but now I can't even create a project without getting an error saying that I don't have a license, even though I have activated a free personal license:

Even tried to reinstall unity hub and deleting Unity_lic.ulf but the problem persists, how can I solve this?

 

Open a support ticket with Unity. Nobody here can help you with license issues unfortunately.
