Question Can't bake shadows on terrain

    I have a static terrain (70x70), and some static objects. Shadows do not appear on the terrain when baking with Lightmap.
    I found that the realtime lightmap of the terrain is very very small (4x4), and that if I go past 0.2 in the terrain's scale in lightmap, I get the message "object's size in lightmap has reached the max atlas size", and if I increase the lightmap size to the maximum (4096) and set the terrain's scale in lightmap to 1 - I get this tile-like patches on the terrain... what am I missing? why can't I bake the terrain? I'm using Unity 2021.3.11 with URP.
    P.S. Shadows do appear if I put a simple static cube instead of the terrain.
