Bug Cannot Zoom to curve in Animation window

    I'm using Unity 2021.3.11f1 and for some reason I cannot get curves to zoom to fit window like in older versions I've used. Using the scrollbar at the side, zooming with mousewheel and pressing "f" with curves selected seems to only have a maximum vertical zoom in the window which is super tiny so I can't easily edit curves.
    Note this seems specific to translate (position) curves. Rotate is working as expected
    What's going on? Does anyone know a fix, or if there's just some tickbox somewhere needs selecting?
    1st gif is using "f" to focus. 2nd us dragging the ends of the scrollbar.
