Cannot see latest versions of preview packages after upgrading Unity

I recently upgraded my project to Unity 2019.3.3f1

After doing so, I can't see the latest versions of preview packages. In my case I'm getting bugs from version 2.2.0 preview 2 of the ARFoundation package, so obviously, I should update it.

You can see here that ARFoundation 3.0.0 preview 4 is already out, so why can't I see it? Preview packages visible is checked. https://forum.unity.com/threads/arfoundation-v3-0.736148/

In addition, if I create a new project using Unity 2019.3.3f1, I can see all the latest versions of the package, but in the upgrade project in the same version of Unity, I simply can't see the latest versions! What gives?!

P.S. I don't think this is a recent problem, I had a similar problem after upgrading Unity several versions ago, maybe 6 months ago

 

found a hacky solution, if close unity, delete the package manifest, delete the library folder, etc.. and then restart unity, the newer versions of packages show up, this is not good though and the package manager needs to be fixed!
