    Cool new forum!

Reading the documentation I am meant to install the lightweight render pipeline package. My package list shown in the picture looks suspiciously small, and I cannot see any pipeline package.

Not the worry. The Create -> Shader is in my menu! But sadly after creating the shader and naming it, I can only open the shader in Visual Studio for code use.

How do I go about opening the Shader Editor? The Inspector only opens in VS.

I am using Unity version 2018.3.0f2

In the package manager, the top right corner has an 'Advanced' drop down. You need to toggled 'Preview" packages visible, as the Scriptable Render Pipeline and Shader Graph packages were marked preview for the 2018.3 release cycle.

The problem of mine is kind of the same however mine is that I can't open shader to work with. It all happened because I accidently chose to edit the shader in paint program however when I try to open it with other app I can't. So here it is Screenshot 2021-10-11 185420.png

Can someone help me, because I have this problem a long time.

Check that your image materials options are set to Sprite 2D.
