Question Cannot Edit Android Manifest

Basically I've tried multiple different ways to edit the android Manifest specifically so that I can enable the line <uses-permission android:name="com.google.android.gms.permission.AD_ID"/> which google console keeps telling me I should ad to the manifest. I have tried putting the line at different points in the xml code but it doesn't seem to affect it. I have enabled Custom Main Manifest and used that to edit the xml file. I tried disabling it to see if it automatically might add that line to the manifest since most of it was autogenerated. Is there something I've misunderstood or missed?

The exact warning google gives me when I upload my bundle is :

You turned off release blocking errors. Update your advertising ID declaration to turn these errors back on.
