Cannot deactivate license on new seat-based store page

I upgraded my windows 10 machine. My license becomes invalid after the upgrade and I cannot reactivate it because the license was already installed on two different machines. I cannot return the license through Editor on the upgraded machine, and removing seat and reassign the seat on the new seat-based license management page did not deactivate the activations. How can I deactivate my license so I reactivate it on the upgraded machine?

The new seat-based license management page should be fixed ASAP.

Well, the new license management page has no deactivation option for months. This put more waiting time just to wait for support staff for days just to perform manual deactivation which should be automated. More work for staff, more time lost for clients.
