can unity pro be in a build system exposed to Unity free users

    so, can I build a system that will accept people's assets from unity via some upload, trigger of a script that fits up the servers local copy of pro, imports said assets, and outputs a build?

    The assets would come from users who use free or pro, and the build would use pro.

    are there license issues?

    This is to circumvent the fact that Unity can not import unity packages at runtime.

    The original intent of this is to allow users to provide content for a game review system, allowing for said submissions to be in unity format so the users can submit all manner of supported asset types, without writing an eight hundred pound gorilla converter for every format I.e. effectively redoing what Unity already does but does not expose at runtime.

    and other thoughts on another solution are also welcome

    So, your server can import assets from "customers" and build asset bundles. These asset bundles can then be downloaded into *your* application.

    You are (obviously) not allowed to make a build farm that publishes builds from anonymous users helping them make Pro builds when they do not have licenses for Pro.
