Can the Unity Editor itself be customised and then released as a product?

We’re looking to customise the Unity Editor itself and then either on-sell it or at least provide it for free as an IDE for a gaming framework we are building.

    Is this allowed legally?

Has anyone done something like this before?

No it is not. If you have a few million then do talk to Unity sales and perhaps something can be worked out. But for the standard licenses, absolutely not.

If you mean a suite of editor tools like you find on asset store, as editor tools not including the Unity runtime or editor, then of course this is allowed and already on asset store.

You may not bundle Unity's editor in any shape or form.
