So I'm using the 2019.3.2f1 version, and I was tried to move a child object (a quad) to the center of the parent object (emptyobject), but when I move the child object the parent object also moved with the child object, is this normal? The number in position box of the parent object didn't change after moved with the child object. So I tried to use the parent object as child object and do it other way around, and that work fine, when the quad moved, the empty object moved, when empty object moved quad stay the same. Is this an error?

I was tried to make a clock hand so I followed the video and create a empty object and parent it to the bottom of the clock hand, but no matter where I put the parent object, it will go to the center of the clock hand and move with it even though it is a parent object.

The parent does not move with the child, depending on your Tool handle setting the handle in the scene displays the center of the object and all of its children and not its actual pivot position.
You can set it back to pivot in the top left of the editor window.
