Can I use Oculus Rift with 2019.3 version with HDRP pipeline without using XR management Toolkit?

    I created a Unity project in 2019.3 in VR with HDRP renderpipeline. The problem is that in the XR debugger window, my touch controllers are visible (ray intractable is visible) but button press is not detected? I would like to switch back to the Oculus Integration package as i just want to get things going. Is it possible not use XR management toolkit with Unity 2019.3 version?
