Can I cross-platform iOS/Android and PC?

Hi, all!
We've had an idea for a game that involves multiplayer between a PC and a phone (probably Android), so that's the question:
Can I do it out-of-the-box with Unity's multiplayer features?

I'm sorry, I don't really understand what's the difference between buying or not iOS/Android Pro. Do I really need them for multiplayer?
