Build sometimes hangs on "cleanup mono"

    After upgrading from (I believe) Unity 2018.4.2f1 to 2018.4.30f1, I am seeing a new bug where a command line build occasionally hangs indefinitely after the build is complete. Unity appears to be shutting down, outputting "cleanup mono" and then freezing.
