Hi, My Suggestion is to allow us to test our console games before we purchase a licence.
For example, someone made a game for the Xbox or PS3, we can't build the game in Unity because we need a licence, suppose we dont have the money to purchase the licence yet, or we want to test the game first. We should be able to test before we purcahse a licence.

Also so that we dont attempt to release the game without purchasing a licence there should be a Watermark saying "UnLicenced" or something simmilar.

    Thanks for reading

You can hook up a PS3 or Xbox controller to your computer and build for PC until you become licensed. Once you get licensed you can fix the platform specific bugs and implement the platform specific APIs.

Unity can't let you deploy to an Xbox or PS3 without a license (or a dev kit for that matter). The whole point of a license is that you need one to make games on that platform.
