I'm running the emulator and chose build and run, but I get:
Exception: Deployment failed because no Windows Phone 8 device is connected.

Unity doesnt work on Windows Phone 8 emulator yet, can only run on an actual device.

Does anyone know if you buy a phone with a banned ESN. Would I still be able to use it to test with?

I can't say for sure but I would guess that it should be fine, by the sounds of it the ESN is used just for connecting to a mobile network, so the phone should be fully functional apart form being unable to use mobile data or make / receive phone calls (wifi should be fine).

Yeah, bad ESN devices make fine dev phones. Use other people's misfortune to your advantage! (Most bad ESN phones are because the owner didn't pay their bill - just be careful because there's also a chance they were stolen)
