(BUG) <RI.Hid> Failed to read input report: The requested resource is in use

    I wrote a custom input manager which has been working fine until just recently in which every frame was returning an error (that affected nothing):

     <RI.Hid> Failed to read input report: The requested resource is in use


    I disabled my scripts and even disabled Unity's input entirely and it still happened. Restarted Unity and it resolved itself.

    We have this error in build on a specific machine. A player complains that input doesn't work. Unity 2018.4.29f1. Since his system language is German, the message is: 
    <RI.Hid> Failed to read input report:
    
Kein Prozess ist am anderen Ende der Pipe.
