I found that when u not connect to internet, you cannot launch Unity Hub properly. This bug needs to fix as it will prevent to launch Unity starting from v2019.1 as there is no built-in Project Launcher available anymore.

    I just tried that:
    1. I had no problem starting the Hub in off line mode, the projects list displays and you can start them normally,
    2. Starting Unity 2019.1 by double clicking directly its Editor.exe starts the Hub and you get the choice to launch your project in off line mode. Works fine for me too.

Just updated Windows 10 and Unity Hub today, and I am now unable to open Unity Hub 1.4.0 at all unless internet connection is available. The window doesn't even open up.

Deinstall Unity Hub entirely, delete its directory and the two Unity Hub folders you'll find in "C:\Users\Username\AppData\Roaming"; after that reinstall Unity Hub. :)
