I will check in with other teams about the plans for cloth and any sort of jiggle physics. I am not fully up to date on this. Perhaps the animation rigging package can offer a solution. This Unite 2019 talk goes into extending the animation rigging package by writing your own custom constraint. The talk ends with writing a custom jiggle chain constraint (including the source code!).
I would really like to see updates to animation rigging, as is it feels like a collection of scripts than a full-fledged feature. Even if what's there is very useful.
