I don't think there is much to argue about Photoshop being the most capable pixel-image editing software. However it might not be the best program for your specific usecase. But without any information given, no one could make meaningful suggestions to you.

What is the best operating system? What is the best game engine? Both of these questions are equally as pointless as the one you are asking without any actual information as to what you want to use them for.

GIMP. Works well enough for the basics. Cropping, resizing, color adjustments. Not that bulky of a program. And it's free. Photoshop is a fabulous program, but buying the best tools doesn't mean you get the best results. Photoshop is a professional image editing, digital painting and illustration tool suite. 99% of its users probably only know how to use 1% of its features.

And knowing is half the battle.

At best this only reduces the list of choices by one or two entries (ie GIMP). It still isn't enough information to make a good suggestion as there are many modern editors and they're all fairly easy to pick up.

Why not try all rather than waiting for responses. You'll also gain a bit experience in it
