Basic Tutorials and Tutorial Projects Failing To Load Assets 2018.3.2f1

Over the past 2 weeks after installation of Unity on my workstation I have been trying to running any and all of the tutorials.

The download of the tutorials seems to function without a hitch. I can find the data for the tutorials in C:\Users\myuser\AppData\Local\Temp\ and Unity does open and run.

The problem seems to be it has trouble resolving assets. See the attached screen snips. I have attempted to Google engineer my way out of this but have fallen short.

I work in an organisation which has some serious IT based restrictions on our network and our profiles are severely locked. Our IT team has no idea on what could be the issue and our organisations immediate Unity support also has no idea.

I am hoping someone on these forums may have seen this before and knows what needs to be done to fix this issue.
