Question Background for a skydiving game?

    Hello guys,
    I planning to make a mobile skydiving game which looks similar to this minigame:


    My question is, how is the background implemented here?
    Is this a simple cubemap or there are other ways to achieve this effect?
    I am asking this because I only need the top-down view, the camera is always perpendicular to the ground,
    plus the ground will never be reached.

    P.S. You can give me hint on how to implement it, maybe with procedural generation by using URP if you think this is possible.

    You could have multible planes on a fixed distance from the camera.
    The planes could contain multible layers for the background like one with ground elements and some with cloud layers.
    You could move the layers and animate the shader itself.
