Asset store tools-The most painful asset ever created.

Hello! How do you work with this thing?
I go to guidelines / https://unity3d.com/asset-store/sell-assets
Do whatever it says, click on 4th step (Publisher Administration) which leads me to my asset store page with no upload button or anything what may hint that it's not a misleading information,

Now from the editor. I had trouble signing in the entire day, for whatever reason.
When I click on "Upload package", which for normal human being means upload package where I expect to see a way to upload a package, but no. It shows the packages I have uploaded before (none)
So then I do what the guide says and click on Publisher administration. Again, misleading information, because it doesn't let me upload anything, but just throws me at my profile with nothing on it.

Anyone has a way to fix this, the most painful asset ever created?
